Can you take CBD or a vape on a Dubai layover? Don't. The UAE has zero tolerance for drugs, and that includes CBD, THC vapes and residue. The UK government says transit bags are scanned and people have been arrested for residue amounts. The US State Department says CBD is prosecuted the same way as marijuana, even in products legal back home. Drugs in your blood count as possession too, even if you used them before the trip.
The short version
- Weed is not legal in Dubai for tourists, or for anyone. Federal Decree-Law No. 30 of 2021 bans buying, possessing, transporting and using narcotics (u.ae).
- Traces count. The UAE treats drugs in your bloodstream as possession (FCDO).
- Refusing a drug test is a crime, with at least 2 years in prison and an AED 100,000 fine (Art. 63).
- Convicted foreigners are deported (Art. 75).
- Controlled medicines need approval in advance from the Ministry of Health (FCDO).
Law vs. practice
The UAE's drug law, Federal Decree-Law No. 30 of 2021, bans producing, importing, exporting, transporting, buying, selling, possessing and storing narcotics unless it's part of regulated medical or scientific work (u.ae). Cannabis and THC are on its schedules.
There is no practical gap between law and enforcement here. The US State Department says authorities may require blood or urine tests, and warns that a foreign medical-marijuana card won't help (State Dept).
Penalties
| Situation | What the law says |
|---|---|
| Personal use or possession (first offence) | At least 3 months in prison or a fine; minimum fine AED 10,000–20,000 depending on the article applied, maximum AED 100,000 |
| Non-resident caught entering with a small personal-use amount (under 100 g of cannabis) | First time: AED 5,000–20,000 fine; you can enter only after paying. Second time: deportation + 3-year ban. Third: permanent ban |
| Refusing a drug test | At least 2 years + at least AED 100,000 |
| Trafficking | Up to the death penalty |
| Any conviction of a foreigner | Mandatory deportation |

The fine-only route for first offences is narrow. It covers only non-resident foreigners entering the UAE, and it still means seizure, a criminal-system record and referral to prosecutors. There is no official confirmation that it covers airside transit passengers.
Border & airport rules
- Dubai layover with CBD: don't. The US says CBD is illegal even "just residue" (State Dept). The UK warns that skincare products and e-cigarette refills may contain CBD (FCDO).
- Vapes: e-cigarettes are restricted goods that need Ministry of Industry approval (u.ae customs). A THC vape is a drug offence.
- Clean your gear and your bags. Old grinders, pens and pouches can carry residue.
- Medicines: narcotic, psychotropic and other controlled medicines need approval before you travel. Without it, the medicine won't be allowed in and you may be prosecuted. You don't need approval if you only change planes without passing immigration (FCDO). The US lists opiates, anti-depressants, anti-anxiety and ADHD medicines as controlled, and says to carry a recent prescription and medical report. Poppy seeds are prohibited too.
- Supply limits differ between sources. The UK says up to 3 months for visitors, or 1 month for listed medicines. Check the official MOHAP portal before you fly.
Legal options
There are none for cannabis or CBD. The only lawful thing to bring is properly approved medicine, with your paperwork.
Culture & etiquette
Swearing and rude gestures, including online, can lead to jail or deportation. Public drunkenness is illegal, the drinking age is 21, and alcohol is illegal in Sharjah (FCDO). Don't joke about drugs, in person or in messages.
Scams to watch for
- "Carry this for me." Never carry a bag or gift through an airport for anyone. Trafficking can carry the death penalty.
- Romance and online scams that target visitors (State Dept).
- Anyone offering "legal" CBD or cannabis in the UAE is offering you a crime.
Harm reduction & if things go wrong
- Emergencies: police 999, ambulance 998.
- If you're arrested, you should see a prosecutor within 48 hours. After that, remand can run 21 days and be extended in 30-day steps. Legal aid is generally not available (FCDO).
- Ask for your embassy. The US says the UAE does not routinely notify embassies of arrests.
- Ask for a translator, and don't sign anything in Arabic you don't understand.
- Don't refuse a lawful drug test.
