Can you bring Adderall to Japan? No, not even with a prescription and a doctor's letter. Amphetamine, the active ingredient in Adderall, is a "stimulant" under Japan's Stimulants Control Act, and individual travellers can't import it for any reason [1]. Some other ADHD medicines are allowed with paperwork. Vyvanse/Elvanse needs advance permission, applied for at least 14 days before you fly, and methylphenidate (Ritalin, Concerta) is allowed up to a set amount [1].
Japan is a wonderful place to visit and a terrible place to learn about controlled-substance categories the hard way. Here's the short version for each common ADHD medicine, followed by the paperwork.
ADHD medicines at a glance
| Medicine (active ingredient) | Japan category | Can a traveller bring it? |
|---|---|---|
| Adderall (mixed amphetamine salts) | Stimulant | No, prohibited [1] |
| Dexedrine, Zenzedi (dexamphetamine) | Stimulant | No, prohibited [1] |
| Vyvanse / Elvanse (lisdexamfetamine) | Stimulants' raw material | Yes, with advance permission [1] |
| Ritalin, Concerta (methylphenidate, incl. dexmethylphenidate) | Psychotropic | Yes, with no permit up to the table amount; above it, carry a doctor's certificate [1] |
| Strattera (atomoxetine), Intuniv (guanfacine) | Not on Japan's controlled list | Ordinary-medicine rules apply (see below) [2] |
Japan's controlled-substance list goes by ingredient, not brand name. If you're unsure which category your medicine falls into, the Narcotics Control Department (NCD) says to check with the doctor who prescribed it [1].
Why Adderall is a hard no
The NCD's own FAQ answers the question directly: amphetamine, Adderall's active ingredient, "cannot be imported into Japan, even for treatment purposes" [1]. Methamphetamine and amphetamine, including dexamphetamine and levamfetamine, appear on the list of substances that no individual traveller may import or export [1].
The consequences aren't administrative. A Q&A from one of the health ministry's regional bureaus warns that if you bring in medicine containing methamphetamine or amphetamine, arrest can be immediate and, as a rule, doesn't need a warrant [3]. The UK Foreign Office sums up the wider mood: Japan has zero tolerance of drug crime, and the penalties are severe [5].
If Adderall is what keeps your days running, talk to your prescriber well before the trip about whether a medicine Japan allows could work for you. That's a medical decision, and it's theirs and yours, not ours.
Vyvanse / Elvanse: allowed, with homework
Lisdexamfetamine is classed as a "stimulants' raw material". You can bring it into Japan, and take it out again, but only with permission obtained in advance [1]. The NCD's guidance includes:
- Apply at least 14 days before you travel. The Tokyo office in particular says it can't accept last-minute applications for any reason [1].
- Send it to the right office: the NCD office covering the airport where you arrive, even if you leave from a different one [1].
- Include a medical certificate from your prescribing doctor, issued within the last 3 months. It must give the specific reason you take the medicine; vague wording such as "for personal use" or "for treatment" isn't accepted [1].
- Include photos of the packaging showing the name and strength [1].
- If you'll leave with leftover medicine, submit an export application too [1].
When you travel, you must carry the medicine yourself. You can't post it or have a family member bring it, and you show the import certificate to Customs on arrival [1].
Ritalin and Concerta: lighter, not looser
Methylphenidate is a "psychotropic". Up to the amount in the NCD's table, you need neither a permit nor a doctor's certificate. Above that amount, or for injectable forms, carry a certificate from your prescriber stating your diagnosis, why you need the medicine, and the names and quantities prescribed [1]. For more than a month's supply, the NCD asks you to email the MHLW first [1].
The rule for everything else in your bag
For prescription medicines that aren't on Japan's controlled lists, the MHLW lets travellers bring up to a one-month supply without extra paperwork. More than that needs an Import Confirmation (Yunyu Kakunin-sho) before you travel [2]. You can apply online through the MHLW's system [6]. The US Embassy notes that approval can take several weeks [4].
Over-the-counter medicines count too. Some cold and allergy products contain pseudoephedrine, which Japan also treats as a stimulants' raw material, so it needs the same advance permission [1].
A practical pre-flight checklist
- Check every ingredient against Japan's categories, not just the brand name.
- Leave Adderall and dexamphetamine products at home, and plan the alternative with your doctor.
- For Vyvanse/Elvanse, apply early. Fourteen days is the minimum, not a target.
- Carry your medicines in their original packaging, with your prescription and certificate in hand luggage.
- Don't post medicines to yourself in Japan or ask anyone to carry them for you [1].
